I want to matte various things with the bevel edge like the pre cuts they sell in the store.How would i do this?

One of the least expensive tools that you can get is the Dexter Mat Cutter. It holds the blade at a fixed angle while you make the cut.

I used to use one all the time, here are some tips for getting a good cut.

Cut on the floor.
Put corregated cardboard under the mat.
Orient your cut so you are cutting with the corregations, not across them.
Set the blade so that it cuts just deep enough to cut throught the mat. If you set it deeper, it drags on the cutting surface and deflects the blade giving you wavy cuts.
If the blade gets the least bit dull, replace it.
Get a big straightedge (4′ long and 3″ wide). You can get all of your fingers on the straightedge, out of the way of any blades you are using.
The edge of the cutter runs along the straightedge, but the blade is offset from the edge of the cutter.
To adjust for the offest, draw a second set of lines when you measure your mat. These guide your straightedge placement.
Measure, mark and cut from the back of the board. If you cut from the front, you will scuff the board.
Kneel on one end of the straightedge (that’s why you cut on the floor), hold the end with you free hand to make sure it doesn’t move when you cut.
To get a cleat corner, cut past it by a millimeter or two.

Don’t use you mat cutter to cut you pieces to size, it only wastes the blade. To cut your large board into smaller pieces, use an Xacto knife with a stiff blade.

Wear gloves. If you nick your finger, you can’t get blood out of a mat.

Practice on some scraps of Mat Board until you can cut a smooth straight line.
